Conditions the council sets
- A skip bin may be placed on public road reserve "as long as the skip bin takes as much space as a legally parked car"
- The supplier must be registered with Blacktown City Council before placing bins on roads, or obtain a Road Occupancy Licence "otherwise fines may apply"
- Bins must "be bright yellow, orange or white if on public roads to improve visibility" and "have reflectors or retro reflective tape"
- "have mounted flashing yellow lights in badly lit areas to improve visibility"
- Must not be placed "in areas where parking, stopping or standing of vehicles is prohibited"
