Conditions the council sets
- "Skip bins aren't allowed on arterial roads."
- "Put retro-reflective tape on the skip bin as defined by the VicRoads Code of Practice for the placement of waste bins on roadsides."
- Skip bin must be a maximum of 7.5 m long, 2.5 m wide and 1.5 m high; bigger bins need a road/footpath occupancy permit
- Attach lights to the skip bin if it is not visible in the dark, and keep it from being a danger to public safety
- Keep the skip clean and display the company name and phone number; remove it by the permit's end date
