Conditions the council sets
- Activities and Trading in Thoroughfares and Public Places Local Law cl 2.2(b): "A person shall not, without a permit - ... throw, place or deposit any thing on a verge except - ... (ii) a bulk rubbish container, and then only for the period of time required to fill the container, but in any event, for a period not exceeding 1 week" - so a skip on the verge within 1 week is an express exception to the permit requirement
- The exception is limited to the verge: cl 1.2 defines "verge" as "that part of a thoroughfare between the carriageway and the property line of land which abuts the thoroughfare, but does not include any footpath"
- cl 2.2(c): a permit IS required to "cause any obstruction to a vehicle or a person using a thoroughfare as a thoroughfare"
- cl 2.1(k): "place any thing on any path which may create a hazard for any person using the path" is prohibited outright
- cl 7.2(2)(d) and 7.3(a): where a permit is required, application is on the form determined by the local government and any fee is imposed and determined by the local government under ss 6.16-6.19 of the Local Government Act 1995 - no figure appears in the local law
