Conditions the council sets

  • Permit required on a road, street or thoroughfare, a nature strip or reserve, or any Council land; nature strip/footpath placement requires a bulk rubbish permit AND an asset protection permit; no bins are permitted on a VicRoads-managed arterial road
  • "Only the bin supplier can apply for a permit" - residents, property owners or builders cannot apply on a supplier's behalf
  • Bins must carry yellow microprismatic retroreflective tape in an inverted "L" at each top corner, at least 50mm wide with a minimum horizontal length of 200mm and 350mm high; Council may additionally require a flashing light
  • Bins must not be placed within 10m of an intersection, within 20m of an intersection with traffic lights, or within 20m before and 10m after a school crossing, pedestrian crossing or bus stop
  • Bins must not obstruct access to utility service manholes or devices requiring servicing (traffic signal boxes, telephone boxes, post boxes and fire hydrants or plugs); on a roadway they must sit as close and parallel to the kerb as practicable, and never on a hill or curve where the view of the bin is not clear for at least 100 metres
