If your skip is going on a road, footpath, nature strip or parking bay in the Monash City Council area, that is council land and the rules below apply. On your own driveway or property, they generally do not. "A permit is not required if the skip bin is placed on a private property"

Conditions the council sets
- "Skip bins are prohibited on arterial roads"; location must comply with the Department of Transport Code of Practice for the Placement of Waste Bins on Roadsides
- "Bins are to be located not less than 9 metres from the corner apex of the kerb and channel" and must not obstruct access to drainage pits, fire plugs, water valves or Telecom pits
- Bins are to be located entirely within the nature strip adjacent to the hirer's residence wherever possible
- The permit holder is responsible for lighting the bin at night; where the bin is on the roadway "at least two flashing battery operated lamps are to be affixed to the outer edge of the bin", and reflective tape plus company name and telephone number must be visible at all times
- Activity Centres may have skip bins only in the strict hours of 7am to 9am Monday to Friday; an Occupy Roadway Permit is additionally required for skip bins exceeding 20m3 volume and/or exceeding 1.5m height
