Conditions the council sets
- Penrith City Council states plainly: 'No skip bins or containers are to be stored in Work Zones or on the Council road reserve.'
- 'Under s138 of the Roads Act 1993 all proposed works within a road reserve require Council approval including the payment of fees and bonds.'
- The road reserve is defined by Council as 'the Council owned section of land from one property boundary to the opposite property boundary on a road corridor', which 'may include Council assets such as nature strips, trees, footpaths, kerb and gutters, and the road pavement' - so nature strip and footpath placements fall inside the area covered by that statement
