Skip Bin Permit Whitehorse City Council

If your skip is going on a road, footpath, nature strip or parking bay in the Whitehorse City Council area, that is council land and the rules below apply. On your own driveway or property, they generally do not. "Skip bins or waste containers placed on private property do not require a permit. However, they must be maintained in good order."

Conditions the council sets

  • "A minimum unobstructed distance of 1.8 metres must be maintained from the property line and 0.5m from the kerb at all times."
  • The skip bin must "Be placed in such a way as not to obstruct manholes, hydrants, telephone boxes, taxi ranks and tram and bus stops"
  • The skip bin must "Not be placed on a hill or curve where the view is not clear for at least fifty (50) metres"
  • The skip bin must "Have hazard lighting and/or reflective tape attached to bin when situated on roads so approaching motorists can identify the extent and form of the container"
  • The skip bin must "Not be placed on the nature strip or grass reserve", and must only be placed outside the resident or business property unless written approval of the adjoining occupier is attached to the application
