How do I dispose of old carpet and underlay in Australia?
The direct answer
One or two rolls of old carpet: book your council's free hard-waste collection, if your council accepts carpet — of the councils we have audited, some cap it at two rolls, some cap roll length at 3 metres, and some refuse carpet outright. A whole-house recarpet is a skip bin job, and the category whose accepted list includes floor coverings and carpet is light building waste.
Carpet is one of the few household materials where the free option and the paid option split cleanly by quantity. The council caps are real and specific, and they are set well below what a recarpet produces — so the honest answer depends on how many rolls you are holding, not on which service is "better".
One or two rolls: the council collection, where it takes carpet
Council hard-waste services treat carpet three different ways. These are read from each council's own published page, and the full 36-council comparison is on council clean-up vs skip bin:
- Capped by roll count. Knox City Council (VIC) allows a maximum of 2 carpet rolls per hard rubbish collection. Source: knox.vic.gov.au, read 30 August 2026.

So the free service is genuinely the right answer for a room's worth of carpet in Knox, the wrong answer for any carpet at all in Sutherland Shire, and conditional in Georges River. Check your own council's list before you drag rolls to the kerb — in most councils it is an offence to leave hard rubbish out without a booking, and unaccepted items are left behind.
A whole-house recarpet is a bin job
A recarpet of an average home strips out carpet and underlay from every room. Against a council cap of two rolls per collection — with collections themselves capped at two or four per year — the arithmetic does not work, and carpet from a renovation is building waste, which nearly every council clean-up refuses anyway. On the 36 councils we audited on 30 August 2026, every clean-up service that publishes an exclusion list refuses building, renovation and demolition waste.
The category is light building waste, not general waste. Our waste categories reference — the rulebook our own booking engine runs on — lists "Floor coverings and carpet" in the commonly-accepted list for light building waste, the fit-out category, alongside cabinetry, internal doors, timber offcuts and light packaging (read 2 September 2026). That page also notes carpet is one of the materials that can carry supplier-specific limits or surcharges, which is why it must be declared.

Declare the carpet at booking — it is not priced automatically
Carpet, underlay, vinyl and rubber rolls are among the items our booking engine does not price automatically at all: they are routed to manual confirmation rather than quoted, and where a supplier accepts them an extra charge can apply depending on quantity, roll size and that supplier's disposal conditions. Underlay travels with the carpet
Underlay, vinyl and rubber flooring are handled as the same declared stream as carpet in our booking engine — "carpet / underlay / vinyl / rubber rolls" is one manual-confirmation item, not four. Roll the underlay separately from the carpet (it rolls far tighter), declare the total roll count, and both go in the same light building waste bin.
Pulling up carpet in a pre-1990 house
If the house is pre-1990 and lifting the carpet exposes rigid sheet flooring or old vinyl beneath it, stop work and have it assessed by a licensed asbestos removalist before you go any further. Asbestos is never accepted in any skip bin, in any category, in any state.
Practical notes
- Cut and roll room by room. Carpet cut into strips about a metre wide rolls tight, carries on one shoulder, and packs a bin with far less air than whole-room pieces folded in.
- Keep it dry. Wet carpet is dramatically heavier to handle and wet materials are on the keep-out list for light building waste bins.
- We arrange the bin; you load it. We do not do the uplift, carrying or loading — the carpet comes up by your hand or your installer's. Many carpet retailers will quote uplift and disposal of the old carpet as part of an install, so ask before you book anything.
