Council hard waste collection vs hiring a skip bin | 37 councils compared

Sometimes the free council service is the right answer, and this page says so. We arrange skip bins for a living, and on 16 of the 37 councils below the council collection genuinely beats hiring one. Every council figure here was read from that council’s own published page on 30 August 2026, and every price from our live supplier network on the same day.

Should I use the council clean-up or hire a skip bin?

Use the council clean-up if the waste is household goods, it fits the council's volume cap, and you can wait for the date. Hire a bin if any of it is building or renovation waste, if the job is bigger than the cap, or if you cannot wait.

The deciding factor is almost never price - the council service is free. It is what is in the pile. Across all 37 councils we checked, every clean-up service that publishes an exclusion list refuses building, renovation and demolition waste: bricks, concrete, tiles, plasterboard, rubble and soil. Three Queensland councils are the exception, and they do it through free tip access rather than kerbside collection: Logan's vouchers cover construction and demolition waste, Moreton Bay takes clean concrete and clean soil free at the gate, and Redland gives residents free tip entry.

The second factor is the date. Free waits in this dataset run from next bin day (City of Kingston) to one fixed collection a year (Yarra Ranges, Monash, Frankston, Latrobe, Brisbane) to no service at all until 2027/28 (Greater Shepparton). If you have a settlement, a lease end or a tradie starting, that date is the whole decision.

The third is volume. Free per-booking caps run from 2 to 9 cubic metres, and most sit at 2 or 3. A 2 cubic metre cap is roughly one box trailer load.

Blacktown City Council

Is council hard waste collection free in Blacktown City Council?

Yes. Up to 12 bookings a year, at no extra charge. Strictly one box trailer load (2m x 1m x 1m) per collection.

Penrith City Council

Is council hard waste collection free in Penrith City Council?

Yes. 4 free bulky waste collections a year; allocations reset 1 January. 2 cubic metres per collection, about one box trailer load. Two allocations can be booked for the same date for up to 4 cubic metres.

What the free service will not take: Building and demolition waste: asbestos, fibro, bricks, tiles, concrete, rocks, soil, fence palings, glass including plate glass and mirrors, window and door frames, metal or wood sheeting. Also tree stumps and roots, car parts, tyres, anything over 1.5m long, and anything two people cannot reasonably lift.

Is council hard waste collection free in Liverpool City Council?

Yes. Three separate free streams. Council's own page states both 'two free clean up services per calendar year' and 'up to four collections per year' for general clean-up - the two statements contradict each other and we have not reconciled them. Metal and whitegoods bookings are unlimited. Mattresses: up to 2 collections a year. Up to 2 cubic metres of general waste per booking. Metal and whitegoods: up to 3 whitegoods or 1 cubic metre of metal. Mattresses: up to 4 per booking.

Yes. 4 free clean-ups per calendar year. 2 cubic metres per booking, 8 cubic metres per property per year in total. Stack no higher or wider than two motorbikes parked together.

Yes. Houses, townhouses and buildings of five or fewer units: 2 free Clean-Ups per calendar year. Buildings of 6-49 units: 4 a year. Buildings of 50 or more units: 6 a year. 3 cubic metres per collection - a pile three metres wide by one metre high and one metre deep. Yes, but Council sets the dates. Four scheduled clean-up collections each year. 3 cubic metres per household per collection, about the size of one box trailer.

You cannot choose the date. Dates are set by Council and published on its Waste App and the mailed Clean Up, Waste & Recycling Calendar..

Booking: No booking. The date is fixed for your street.

Worth knowing: Material may go out no earlier than the Saturday, and no later than the Sunday evening, before the scheduled date. Anything on the verge outside that window is treated as illegally dumped and can lead to fines.

Yes. Three free hard and green waste collections each financial year - one more than most surrounding councils - including for renters. Each service allows up to 3 cubic metres. Services can be combined in multiples of 3 cubic metres, up to 9 cubic metres in one go.
