Port Phillip ties the service to your bin day — pick-up days are usually the same — and wants the pile sorted into three: hard waste, green waste, and metal/appliances/e-waste. Unbooked kerbside waste risks a $660 illegal dumping fine.
What the free Port Phillip hard waste collection actually gives you
Yes. 4 hard and green waste collections a year for a house; 6 joint collections a year for a block of flats, apartments or units. Included in the annual waste charge. Green waste only: 2 cubic metres. Green and hard waste together: 2 cubic metres of each, to a total of 4 cubic metres - a standard trailer load.

Worth knowing: If you have not booked and you put waste on the kerb you can be fined $660 for illegal dumping.
How long is the wait for a council clean-up in Port Phillip?

What the free service will not take
Excavation or building materials or soil; car batteries, industrial or hazardous waste, asbestos, chemicals, pesticides, paint or other liquid wastes; household waste and recyclables
In practice that is the renovation clause. If the pile came out of a bathroom strip-out, a deck demolition or a landscaping job, the free service is not the answer — the excluded materials are exactly what those jobs produce.
When waiting for the free collection is the right answer
If the pile is household goods within 2 cubic metres of hard waste plus 2 of green — 4 cubic metres in total and the job can wait usually your next bin collection day, the free service is the right call — and with a cap this workable, that covers a genuine share of the jobs people price bins for. When a skip bin is the better call
A bin wins on any of three counts: the pile contains building or renovation waste the free service refuses, the volume is over the cap, or the date cannot wait for the council queue. It sits on your property while you load it, and everything leaves in one lift.
