Skip Bin Permit Nillumbik Shire Council
Nillumbik Shire — Eltham, Diamond Creek, Hurstbridge and the surrounding area — actually lets a lot of ordinary skip bin placements go ahead without a permit at all. Whether you need one comes down to the bin's size and how long it's staying, not just whether it's on Council land.

Where you can skip the permit altogether
Council's own site sets out four conditions that, together, mean no permit is needed: the container is 2.5 cubic metres or smaller, it sits entirely on the nature strip without sticking out onto the footpath or road, it doesn't obstruct pedestrian or vehicle traffic, and it's there for no more than 4 days in any one calendar month. A mini skip for a weekend clean-up in Eltham or Diamond Creek will often clear all four without you having to apply for anything — but if you're not certain it fits every condition, it's worth applying anyway, since "you may get a fine" if it turns out you needed one.
When you do need one
- Council land covers local roads not maintained by VicRoads, footpaths and nature strips, and parks, reserves and playgrounds
- The application must be lodged by the waste business placing the skip, not the resident, and needs proof of at least $20 million public liability insurance
- Apply at least 7 days ahead of the placement date
- Once approved, Council emails an invoice — payment isn't taken at the time of application
