How the $113.50 figure is priced
Wingecarribee's Fees and Charges 2026-2027 schedule, read on 4 September 2026, doesn't carry a fee line with the words "skip bin" in it. What it does have is a category — "S68 application — management of waste" — priced at $113.50 per application, and a waste-container placement is exactly the kind of activity that category exists for on Council's own application form. It's a category-level fee standing in for a bin-specific one, which is common enough among NSW councils still running the older Section 68 framework rather than a purpose-built skip bin form.
One thing worth flagging so you don't grab the wrong number if you go digging yourself: Council also lists a "S68 Application for activity on Council managed land" fee of $384.00 per inspection, which covers a different set of activities entirely and has nothing to do with a waste container. Council's own site is worth a check before you book if you want to see the full schedule.
Applying, and who counts as exempt
There's no online form for this one — Council still processes it as a paper "Application for Local Government Approval," lodged by mail, emailed to mail@wsc.nsw.gov.au, or dropped off in person at the Civic Centre on Elizabeth Street in Moss Vale. Ring (02) 4868 0888 first if you're not sure your booking needs it at all — Council's approval only bites once the bin is "in a public place," so a driveway or yard placement that never touches the footpath or road doesn't call for this process, even though Council's page doesn't spell that out in so many words.
Timing-wise, you're on your own — Council hasn't published a processing window or a minimum notice period for this category, so a paper form with no stated turnaround is one more reason to sort it out well ahead of delivery day rather than the week of.
