In ten Australian postcodes we have measured against official state boundary data, the council changes partway through the postcode — and so does the permit fee. In postcode 2219, the suburb of Sans Souci is split down the middle: 53.6% of it is in Bayside Council and 46.4% is in Georges River Council. Bayside charges a $355.00 application fee plus $23.00 or $46.50 a day. Georges River charges a $57.00 application fee plus $130.00 per bin per week. Same suburb, same postcode, two different bills, decided by which side of a street the bin sits on.
We could not find another skip bin site in Australia that publishes this. Most publish one council per postcode, which for most of these postcodes is wrong for a substantial share of residents.
Why this matters before you book
If your bin is going on your own property, none of this applies — no council approval, no fee. If it is going on the road, footpath or nature strip, the fee, the lead time and the maximum stay are set by whichever council your street is in, not by your postcode. Confirm the council from the delivery address, not the postcode, before you pay a permit fee.

Bayside Council's fee is worth reading twice: the $355.00 application fee is waived for a single dwelling residence for up to 5 days, leaving only the daily occupancy fee. Council's exact words: "Your application is exempt from the application fee if you need a skip bin for a single dwelling residence". Georges River publishes no lead time and no maximum duration at all.
Riverwood, Peakhurst and Lugarno — postcode 2210
Postcode 2210 sits almost entirely inside Georges River Council, but the suburb of Riverwood is split: 63.8% of it is in the City of Canterbury Bankstown and 36.2% is in Georges River Council. The two councils do not charge the same way, and one of them may not charge a resident at all.

Two things follow from that second row. Most skip bins under about 6m³ are shorter than 4 metres, so on the Canterbury Bankstown side of Riverwood there may be no published fee that applies to your bin — which is not the same as "no approval needed". And Council's own documents disagree on how long the bin may stay: the adopted policy says 7 days, while the application form says 14 days for waste containers.

The pattern across all ten
Four things recur, and each is worth knowing before you book:

One council publishes a fee and the neighbour publishes none. Five of these postcodes are partly in Cumberland City Council, which requires an approval for works within roads and footpaths and publishes no dollar figure for it. Cross the boundary into the City of Parramatta and the fee is printed to the cent, tiered by whether you are in the CBD, a town centre or "all other areas".

The split is not always small. In postcode 2142 the City of Parramatta holds 54.7% of the land area but only 27.5% of the residential land; Cumberland holds 45.3% of the area and 72.5% of the housing. Which council covers "most of" the postcode depends entirely on whether you count paddocks or houses.

One of the ten is only marginally split. Postcode 2144 (Auburn) is 99.4% Cumberland City Council and 0.6% City of Parramatta. It is listed here for completeness; in practice Auburn is a Cumberland postcode.

Some suburbs are themselves split. Westmead (52.7% City of Parramatta, 47.3% Cumberland), Smithfield (51.8% Fairfield, 48.2% Cumberland), Granville (70.2% Cumberland, 29.8% City of Parramatta), Wentworthville, Pendle Hill, Mays Hill, Yennora, Lidcombe, Holroyd, St Marys and Sans Souci all cross a council boundary. For these, the postcode does not determine the council and neither does the suburb name.
Method. Council attribution comes from official state government boundary data, not from an open postcode-to-council lookup table. For the NSW postcodes, every gazetted suburb polygon carrying the postcode was pulled from NSW Spatial Services' NSW Administrative Boundaries Suburb layer and tested point by point against the official LocalGovernmentArea layer, giving the percentage of each suburb's land area in each council; queried 2026-08-30. Shares are of land area, and the residential-land share is computed separately over residentially zoned land because the two can differ sharply. Permit fees are copied verbatim from each council's own adopted fee schedule or permit page and machine-verified as a substring of that source, checked 2026-08-29; no fee is estimated or carried across from another council, and where a council publishes none, that is what is stated. Penrith City Council's own material contradicts itself on whether a skip bin may be placed on its road reserve at all, so no Penrith figure is published here. This covers ten postcodes we have measured; it is not a list of every split postcode in Australia.
