Do I need a permit for a skip bin in Blacktown, and what does it cost?
No, and nothing — if the bin is on your own property or your supplier is registered with Council. Blacktown City Council states: "When you are placing the skip bin/storage container on your private property, you do no need to let us know." For a bin on the public road reserve, Blacktown publishes no per-bin permit fee for residents at all: if the skip bin company is registered with Council, no road occupancy application is required and there is nothing for you to pay Council.
Blacktown is one of only four councils in our 100-council audit that leaves the resident paying nothing, and that fact is not published anywhere else. No processing time for a resident is published anywhere on Blacktown City Council's site, so any specific turnaround quoted for a Blacktown permit is not Council's own figure.

Council's own words on the road reserve: "If you want to place the skip bin/storage container on public road reserve, you can as long as the skip bin takes as much space as a legally parked car. The below options are available: Call us on 02 5300 6000 and ask for the skip bin providers who are registered with us. These companies can legally place their skip bins on our roads reserve. Apply for a temporary Road Occupancy Licence to gain permission to place a skip bin from an unregistered company on our roads reserve. Fees apply."
How to find a registered supplier
You cannot look one up. Council does not publish the register online and residents cannot apply on a company's behalf. Council states: "Company registration applications cannot be made directly by residents. Blacktown City Council does not endorse any service provider and the company names we provide are for information only." To get the list, phone Blacktown City Council on 02 5300 6000 and ask for the registered skip bin providers.
How long does it take?
Blacktown publishes no processing time for a resident placing a bin — because for a resident there is usually nothing to process. The only lead time Council publishes is for a skip bin company's registration application: "Please allow for 10 business days processing time and give full details to avoid delays in processing your application." That is a supplier-side figure and does not describe your wait.
Blacktown also publishes no maximum placement period. Nothing on Council's site or in its fee schedule states how long the bin may stay. If that matters to your job, ring Council before you book.
Blacktown's placement rules, in Council's own words
These are conditions nobody else publishes, and they are enforceable against you as well as the supplier.
- Appearance and visibility. "Skip bins must comply with Council requirements, they must: be in a good, clean condition; list the name and phone number of the supplier; be bright yellow, orange or white if on public roads to improve visibility; have reflectors or retro reflective tape to improve visibility to oncoming traffic; have mounted flashing yellow lights in badly lit areas to improve visibility."
- Where a bin may not go. "Skip bins are not permitted: ... at an intersection or within 10 metres of the intersecting street kerb alignment without traffic lights and 20 metres at the intersection with traffic lights; within 20 metres of the approach side and 10 metres on the departure side of a pedestrian crossing; ... on a hill or curve where the view is not clear for at least 50 metres" — and not in any area where parking, stopping or standing is prohibited.
- You can be fined, not just the bin company. "If a non-compliant bin is located on Council land, fines may apply to the supplier and you as the hirer." Council expects you to inspect the bin on delivery: "If your bin does not comply with the above requirements, it is your responsibility to request a compliant one from the supplier. Alternatively, you can refuse delivery of the bin."
- What may not go in the bin on a public road. "14. Industrial or hazardous wastes must not be placed in any skip bin on a public road. 15. Asbestos material is to be disposed of in line with SafeWork NSW requirements."
- Unregistered suppliers. "Companies that are not registered and supply/place skip bins on roads in Blacktown without Council consent may attract infringement notices."
Three Blacktown facts that change what you should book
- Council runs no waste facility of its own. For problem waste it directs residents to Community Recycling Centres outside the local government area — North Parramatta, or St Marys in the Penrith LGA. Self-hauling is not the easy alternative here that it is in some council areas.
- The free Council clean-up will not take a renovation. Blacktown offers up to 12 booked kerbside clean-ups a year at no extra charge to properties paying a Council waste service, with a wait of up to 4 weeks — but strictly one box trailer load (2 m x 1 m x 1 m) per collection, and building and demolition waste is expressly excluded, along with concrete, asbestos, soil, glass, tiles, bricks, gyprock, metals, wood and fencing. A renovation or demolition job cannot use it.
- Illegal dumping carries an $8,000 on-the-spot fine. Council: "Dumping unwanted household items, garden and building waste is illegal and subject to on the spot fines of $8,000 or higher fines if the incident goes to court." Enforced by Council or the Western Sydney Regional Illegal Dumping Squad.
For building waste, Council also warns that the paperwork is a legal obligation: "You must keep tipping dockets to prove your waste was taken to a licenced facility for disposal. Both the owner and transporter of building waste are legally responsible for proving the waste was transported..."
